Asthma Guidelines

Due to recent changes in health policy by the Missouri State Legislators, namely §167.627 RSMo. (2006), the Francis Howell School District is now allowing students with diagnosed asthma or other potentially life-threatening respiratory illness to carry prescribed metered-dose inhalers on their person and self-administer as directed by the physician while on school property, or school sponsored event. This will also apply to self administered Auto-injectors for life-threatening allergies.

Guidelines have been set and must be followed if you wish your child to carry his/her metered-dose inhaler. Please fill out the attached forms regarding the asthma history of your child. Please have your physician fill out the medication authorization form and sign it. These forms must be returned to the health office and reviewed by the nurse before your child may carry and self-administer the metered-dose inhaler while at school. If the nurse feels that your child is not proficient in the use of the inhaler without supervision, or is unreliable as to the safe storage of the inhaler, the inhaler will be kept in the health office, and can only be used under direct supervision from the nurse.
The following requirements must be observed before a student may self-administer a metered-dose inhaler/injector:

a.) The parent/guardian shall provide written authorization for the child's self-administration of this medication with a written history of the child's experience with the potentially life-threatening respiratory illness. The parent/guardian shall also provide a plan of action for addressing any emergency situation that could reasonably be anticipated as a consequence of self-administration of this medication.

b.) The parent/guardian shall provide written certification from the child's physician, or the physician shall provide written certification, that the child has asthma or other potentially life-threatening allergies. This certification shall further state that the child has been instructed in and is capable of the proper method of self-administration of the specific rescue medications, and that he/she has been informed of the dangers of improper use and the dangers of permitting other persons to use the prescribed medication.

c.) The District shall inform the parent/guardian of the child in writing that the district and its employees or agents shall incur no liability as a result of any injury arising from the self-administration of the medication by the child.

d.) The parent/guardian shall sign a statement acknowledging that the District shall incur no liability as a result of injury arising from the self-administration of this medication by the child. The parent/guardian shall indemnify and hold harmless the District and its employees or agents against any claims arising out of self-administration of medication by the child.

e.) This authorization is effective for the school year for which it is granted and must be renewed annually, with renewal contingent upon completion of the above four steps with each request for renewal.

f.) The District may require children to deliver a current, duplicate metered-dose "rescue" inhaler/auto epi-pen injector to the school nurse .

g.) The child shall report to the school nurse within a timely manner when he/she has had occasion to use his/her "rescue" inhaler/injector. If an auto-injector has been self administered, emergency plans will be initiated.

h.) The registered professional nurse shall communicate to parent/guardian and /or authorized prescriber the effect of the medication on the student, and apprise them of frequency of need. Concerns regarding proper use of the medication will be discussed with parent/guardian and the prescribing authority.

i.) When administration pursuant to the prescriber's order is perceived to be ineffective or when it is believed that the safety of the child is at risk, the prescribing authority will be contacted immediately. If said prescriber is unavailable, the District's consulting physician will be contacted for direction.

Immunization Guidelines

It is unlawful for any student to attend school unless he/she has been immunized as required under the rules and regulations of the Department of Health. If the student can provide satisfactory evidence of having begun the process of immunizations, he/she may continue to attend school as long as the immunization process is being accomplished in the prescribed manner. It is unlawful for any parent or guardian to refuse or neglect to have his child immunized as required by this section, unless the child is properly exempted.

If your child is due for his Tdap booster, please contact your family physician or the St. Charles Department of Community Health, 1650 Boonslick, St. Charles, MO  63301 at (636) 949-1857. Once your student receives his/her immunization, an official notification form by the physician or County Health Department may be brought into the Health Office or faxed to (636) 851-4116.

Allergy Guidelines

If your child has an allergy to certain foods or insect stings, please complete the attached forms and return them to the Health Office. If they will need an epi-pen, you will also need to complete the appropriate medication form.

Medication Procedures

According to Francis Howell School District Policy, the giving of prescription and non-prescription medicine by the nurse shall be restricted to necessary medication that cannot be given on an alternative schedule. Any student found to be carrying his/her medication on his/her person without the knowledge of the nurse may be subject to disciplinary action to the guidelines stated in the Missouri Safe Schools Act, 1996. All medications will be kept in a locked cabinet in the nurses' office.

PRESCRIPTION MEDICINE ADMINISTERED AT SCHOOL:

1. Must be accompanied by a label affixed by a pharmacy or physician.

2. Must have a written physician's order.

3. A parent/guardian must request in writing that the District comply with the authorized prescriber's request to give medication. (The District will not administer the initial dose of any new prescription except in an emergency).

4. Any changes to a medication dosage must have a written physician's order, a parent request for administration, and be accompanied by an updated prescription label. No outdated medication prescription label will be accepted. Each new prescription must have a new label and vial.

5. If an asthmatic student needs to carry an inhaler, a separate asthma packet needs to be completed and returned to the Health Office.

6. All medication authorizations are effective only for the school year for which it is granted and must be renewed annually.

NON PRESCRIPTION MEDICINE ADMINISTERED AT SCHOOL:

1) Must be in the original, unopened container.
2) Must have a written order, signed by the physician or advanced practice nurse, stating the name of the medication, the name of the child, dosage and schedule of administration and reason for giving the medication.
3) A parent must provide a written request that the district complies with the authorized prescriber's request to give medication.
4) All medication authorizations are effective only for the school year for which it is granted and must be renewed annually.

PARENT/GUARDIAN ADMINISTRATION:

In situations where the parent/guardian chooses, the parent/guardian may come to school to administer medicine to his/her child.

IBUPROFEN / ACETAMINOPHEN:
Acetaminophen, 500 mg or 325 mg (1 or 2 tablets), Ibuprofen, 200 mg (1 or 2 tablets) every 4 hours as needed for pain or fever may be administered to students at the secondary school level. Ibuprofen or acetaminophen may be administered to the student eight (8) times during the school year, with written parental or guardian permission. If the student requires more than the allowed dosages per year, the parent/guardian will be required to supply the medication with a written physician order
